Joseph E. Sweeney, Ed.D.

President and Founder

With over three decades of experience spanning education, leadership, and innovation, Joseph Sweeney is a recognized leader in decision-making and organizational transformation.

As the founder and President of the Decision Leadership Institute, Joe leverages his extensive background in education, executive leadership, and decision science to equip leaders with the tools to improve judgment and decision quality across their organizations.

Before founding DLI, Joe served as the Executive Director of the Alliance for Decision Education, where he led a national movement to bring decision science into K-12 learning. Under his leadership, the organization grew from a regional initiative to a national force, developing award-winning programs, securing millions in program and research funding, and establishing a robust community of thought leaders, including Nobel Laureates. Joe’s strategic vision and expertise in scaling organizations have made him a trusted advisor in leadership circles.

With advanced degrees in mathematics, economics, and leadership from Villanova University, Temple University, and the University of Pennsylvania, Joe’s work continues to shape how leaders and organizations approach decision-making in complex, rapidly changing environments.

Jinsol Lee, Ph.D.

Vice President of Strategy and Learning

As Vice President of Strategy and Learning at the Decision Leadership Institute, Dr. Jinsol Lee brings her extensive background in education, research, and decision-making to the forefront of DLI’s leadership team. Jinsol holds a Ph.D. in Human Development and Quantitative Methods from the University of Pennsylvania, and her work is driven by a commitment to improving decision-making through rigorous research and evidence-based strategies.

Before joining DLI, Jinsol served as Deputy Director of Research at the Alliance for Decision Education, where she led a $12.5 million research initiative focused on building evidence in decision education. Jinsol played a key role in establishing partnerships with academic researchers, designing evaluation processes, and creating a comprehensive research agenda. Her expertise in project management and evaluation has had a transformative impact on educational and organizational practices.

With additional experience as a lead researcher at the University of Pennsylvania and a teaching background in educational psychology, Jinsol is deeply committed to fostering learning environments that promote sound judgment and decision-making. At DLI, she strategizes and leads the design of innovative learning and decision-making frameworks that empower leaders to apply decision science principles to real-world challenges.

Rachel Salay, MPA, MA

Vice President of Marketing and Client Services

Rachel brings a wealth of experience in strategic project management, client relations, and international education to her role as Vice President of Marketing and Client Services at the Decision Leadership Institute.

With a career dedicated to creating high-impact initiatives and cultivating global partnerships, Rachel is driven by her passion for improving organizational outcomes through effective decision-making practices.

Prior to joining DLI, Rachel served as Director of Strategic Projects & Operations at GlobalSF, where she coordinated international delegations, managed client relationships, and grew community membership for GlobalSF Women by 450% in less than a year. She also spearheaded global food system innovation initiatives, demonstrating her ability to connect stakeholders across diverse industries and geographies. With expertise in program development, fundraising, and data-driven decision-making, Rachel’s leadership at DLI ensures that clients receive tailored, high-quality services designed to elevate their decision processes.

Rachel holds a Master of Public Administration and a Master of Arts in International Education Management from the Middlebury Institute of International Studies, where she specialized in evaluation and analytics. Her background in nonprofit management and global education makes her uniquely qualified to lead DLI’s marketing and client relations efforts.
